Wales to spend £3.6bn on students

THE Welsh Government is to provide £3.6 billion worth of funding towards higher education during the current Assembly term, education minister Leighton Andrews has announced.

Mr Andrews today revealed a breakdown of the Labour government's spending on university students - around a third of which will be spent on subsidising tuition fees.

A number of institutions in the principality plan to charge the maximum figure of £9,000 per year from September 2012.

The Labour administration in Cardiff Bay has promised Welsh students will pay £3,465 out of their own pockets - and it will pick up the tab for the rest.

This scheme, which was one of Labour's key manifesto commitments, will cost £1.044 billion over the next five years.

Mr Andrews also stated, during the current Assembly term, the government will fork out £1.85 billion on tuition fee and maintenance loans - which cover the cost of "up front’’ fees as well as helping with students' living costs - and £777 million on maintenance grants.

Making the announcement on National Student Finance Day, the minister said: "My message to students thinking about going on to higher education is if you normally live in Wales and you are going to university next academic year you will be no worse off than if you had gone to university this year.

"It's imperative we stick up for our students and help them wherever we can - that's why we've put in place the most equitable student finance system we've ever created.

"We do not support full-cost or near full cost fees for higher education. We also do not believe that higher education should be organised on the basis of a market.

"We are preserving the principle the state should subsidise higher education and maintain opportunities for all. This is a made in Wales policy, which demonstrates the benefits of devolution.’’ Professor John Hughes, chairman of Higher Education Wales, welcomed the announcement.
