County moves closer to regulating manufactured home parks

County commissioners approved during a Tuesday meeting the first draft of an ordinance that would require a potential landlord to get a license from the county's Community Development Department and pay a fee before building a park for RVs or manufactured homes.

"I think one of the reasons is that we have a large percentage of folks who are no longer able to meet the eligibility requirements for a loan for purchase of a house. They ultimately end up migrating to leased property."

The county said dividing property and leasing land to too many mobile home units is a health and safety issue in the county. Some of the households are sharing septic tanks or a garden hose, for example, Stark said.

The 18-page ordinance is available at the Office of the County Clerk and will be published on San Juan County's website. The ordinance would not affect legal and existing manufactured home or RV parks. Those parks would have to comply with the ordinance if they rebuilt or expanded.

The ordinance would require homes to comply with building codes. A 10-foot buffer would be required between homes, and each home would be required to have water service, wastewater and solid waste disposal, parking space and a nearby fire hydrant.
